PROBLEM TO BE SOLVED: To reduce an amount of calculation of interference power in a spectrum diffusion communication system using the orthogonal code of a multicarrier code division multiplex access system, or the like.

SOLUTION: An interference power calculator 3 calculates the dispersion of a product of the minimum average square error weighting and a transmission line estimation value, and obtains the interference power by multiplying the product of the dispersion and a diffusion rate by a value where "1" is subtracted from a code multiple number.
