PROBLEM TO BE SOLVED: To reduce comprehensive manufacturing costs including materials to manufacturing facilities by inexpensively manufacturing a plastic seal, and fitting the plastic seal in a bearing by an inexpensive facility. SOLUTION: A fitting part 10A of the circular flat plastic seal 10 is placed in a seal groove 6A of an outer ring 6 of the rolling bearing 4, the fitting part 10A is pressed by a caulking die 11 heated by a heater 13, and the fitting part 10A is fit in the seal groove 6A.
