PROBLEM TO BE SOLVED: To accurately automatically specify a failure point of an access route to change over it to an access route having no failure. SOLUTION: When a failure is detected, all constituent elements on the access route wherein normal access is executed are set as failure point candidates. Testing access is executed to the failure point candidate. As the result that the testing access is executed in one or more access routes by a failure specification means 11c, the constituent element of the failure point candidate that is last one is set as the failure point.
