PROBLEM TO BE SOLVED: To solve a problem, wherein it is difficult to reduce the price of an entire progressive scan converter, since a plurality of very expensive field memories are required for a conventional motion adaptive progressive scan converter. SOLUTION: An image resulting from converting a moving image signal of an interlace scanning scheme into a progressive scanning scheme is blurred and a high-frequency components of the video image are reduced, in comparison with still images. A motion detection circuit 13 then generates a motion detection signal, in which a value M indicating the magnitude of motion becomes greater, the smaller the values of high-frequency components FS1, FS2 are, obtained from 1D DCTs 15 and 16 performing one-dimensional DCT with respect to input video signal, and makes the ratio of a video signal VS2 for motion image in an interpolated video signal outputted from an adder 20 increased, in comparison with a video signal VS3 for still image.
