PROBLEM TO BE SOLVED: To provide an active energy ray-curing type water-based resin composition having little environmental pollution, excellent in preservation stability, highly sensitive to energy rays and giving practical coating film strength in a short time. SOLUTION: The active energy ray-curing type water-based resin composition contains (1) a water-dispersive polyurethane prepared by reacting (a) a polyhydroxy compound having at least one aromatic ring containing a cyclic sulfonium group and a phenolic hydroxy group and≥2 hydroxy groups with (b) a polyisocyanate compound having≥2 isocyanate groups in one molecule as essential ingredients to obtain a reaction product and further zwitter-ionizing the reaction product. In addition, the active energy ray-curing type water-based resin composition contains a water-dispersive polyurethane prepared by reacting (a), (b) and a compound (c) having at least one unsaturated double bond and at least one hydroxy group as essential ingredients to obtain a reaction product, subsequently zwitter-ionizing the reaction product and (2) a photoinitiator.
