PROBLEM TO BE SOLVED: To provide a cement-based formed plate having small curing shrinkage. SOLUTION: In the cement-based formed plate formed by forming and hardening a cement-containing W/O emulsion composition comprising cement, water, an oily material or the like and a reinforcing fiber, the reinforcing fiber is a polypropylene fiber having≤0.2% thermal shrinkage at 80°C and further preferably the oily material or the like is a vinyl monomer.
