PROBLEM TO BE SOLVED: To prevent from handing over or lending a authenticated user card to others by discriminating an adult person with a user authenticating system which authenticates the age of the user and identifies the user himself or herself for an automatic vending machine of cigarettes or alcoholic drinks installed in the pachinko parlor and karaoke shop and prohibited to use by a non adult person. SOLUTION: The authenticated user card on which personal information is recorded is issued to an adult person, and the user makes a card reading part of the automatic vending machine read the authenticated user card so that a card processing part of the automatic vending machine reads the personal information from the authenticated user card and authenticates the card user as the legitimate adult user based on the personal information. The authenticated user card records the personal specific information for specifying the individual user such as a user card basic resident register's number and driver's license number and, in the event of problem over use of the authenticated user card, refers to the personal information from a history of use for quick problem resolution.
