PROBLEM TO BE SOLVED: To provide a laser driving device and a laser driving method, wherein a laser driving circuit can be operated on an irreducible minimum fixed voltage and reduced in power consumption. SOLUTION: The output voltage VLD of an output variable voltage supply 1 is controlled so as to make the operating voltage Vtc equal to a reference voltage Vrf as a target voltage while the operating voltage Vtc of the laser driving circuit 3 is monitored.
