PROBLEM TO BE SOLVED: To provide an information recording and reproducing device which manages the number of times of rewriting sectors of a rewritable optical disk and securing an area for alternative sectors of a rewritable optical disk, and protects data recorded to an optical disk. SOLUTION: A CPU 18 detects the number of times of rewriting management information sectors which are prescribed recording areas from read management information (S205) and determines whether the number of times of rewriting the management information sectors reaches the prescribed number of rewriting times (S206). When the number of times of rewriting the management information sectors reaches the prescribed number of rewriting times (Yes in S206), the CPU warns a user that rewriting to an inserted optical disk is impossible (S207). Then, termination processing is made, and the optical disk is made to be an optical disk for reading only (S208), and then the optical disk is ejected (S220) to terminate the operation.
