PROBLEM TO BE SOLVED: To provide an optical component or an optical low-pass filter easy to manufacture and very flexible to design in view of material selection and structures, and also to provide their manufacturing method. SOLUTION: The optical component or the optical low-pass filter has two or more areas divided by their refraction factors, and the area having a refraction factor different from the refraction factor of the continuing area having the maximum volume within them is formed inside the transparent material 1. The manufacturing method of the optical component or the optical low-pass filter forms areas of different refractive factors inside by radiating or focusing pulse laser beams on the transparent material.
