PROBLEM TO BE SOLVED: To provide a rooftop greening construction panel designed so as to uniformly retain water at the bottom surface at the panel regardless of existence of a slanted surface of the rooftop part without depending on its drainage slope unlike a conventional one when set at the rooftop part: and to provide a rooftop greening construction system comprising using a plurality of the panels to construct rooftop greening. SOLUTION: The rooftop greening construction panel is set on the rooftop of a building; wherein a vegetation base material housing part housing vegetation base material such as soil is installed on a panel main body 1, and a means for correcting the angle of inclination of the inclined plane formed at the rooftop is provided at a bottom part of the vegetation base material housing part of the panel main body 1.
