PROBLEM TO BE SOLVED: To dynamically generate a protocol so as to be suitable for a unit environment. SOLUTION: A protocol generation unit acquires information related to the performance of an opposite unit, a communication environment, and a required condition through communication; configures a basic protocol by extracting one or more components registered in advance as library; and derives an optimal protocol corresponding to the opposite communication party by deriving a parameter based on the theory of computational complexity and customizing the basic protocol.
