PROBLEM TO BE SOLVED: To prevent the loss of a recording opportunity such as the recording of an imaging signal by avoiding a recording inhibited state until a device reaches a state that recording is begun to start after power is turned on in an information recording apparatus such as an optical disk. SOLUTION: A system controller 22 that has received a power-on instruction by a switch 6 operates a power source circuit 26 to start a drive controller 12 and a memory controller 21. When no disk replacement occurs during the power cutoff of the device at a subbattery 30, the system controller 22 instructs a high-speed starting request based on information stored in an EEPROM 13 to the drive controller 12 to sequentially drive the control units 5, 11, 15 and 17 of the drive. Thus, as a starting time is established, the memory controller 21 receives the recording start request from the system controller 22 without waiting for the starting completion report of the drive controller 12.
