PROBLEM TO BE SOLVED: To more properly send a signal of whether a driver gives way or not under a situation that vehicles loading a vehicle-to-vehicle communication system and vehicles not loading the same are mixed. SOLUTION: A specific vehicle on which the judgement of whether a vehicle concerned gives way or not is necessary, is detected from the vehicle information received by a wireless machine (Step S4), a headlight 9 is operated (lighting, blinking, passing) to send a visually-confirmable sign to the specific vehicle, when the driver of the vehicle concerned operates a concession switch 6 as a result of judgement of giving way to the specific vehicle (step S6), and the operating state information of the concession switch 6 is transmitted to the specific vehicle by the wireless machine 2 (step S7).
