PROBLEM TO BE SOLVED: To make a liquid crystal cell constituting a light controlling device small-sized. SOLUTION: Two liquid crystal cells in an approximately square form are formed between an upper substrate 11 and a center transparent substrate 12 and between the center substrate 12 and a lower substrate 13; and electrodes of the stacked two liquid crystal cells are arranged on the four corners of the approximately square form so as to relatively reduce the area occupied by the electrodes with respect to the optically effective region.
