PROBLEM TO BE SOLVED: To provide an image forming apparatus capable of obtaining satisfactory image quality for a long time by sufficiently preventing image defects caused by sticking of an ionic conductive medium to an electrophotographic photoreceptor when the electrophotographic photoreceptor is charged while the liquid ionic conductive medium is between the electrophotographic photoreceptor and the charging member. SOLUTION: The image forming apparatus includes the electrophotographic photoreceptor, the charging device, an exposure device, a developing device, and a transfer device. In the image forming apparatus, the charging device charges the electrophotographic photoreceptor by applying a voltage to the ionic conductive medium from the charging member while the liquid ionic conductive medium is between the electrophotographic photoreceptor and the charging member. The electrophotographic photoreceptor includes a specific lubricant in its surface layer. The image forming apparatus is further provided with a restricting member disposed downstream of the charging member in the processing direction of the electrophotographic photoreceptor and used to prevent the ionic conductive medium sticking to the electrophotographic photoreceptor from flowing downstream.
