PROBLEM TO BE SOLVED: To provide a bearing for a water pump not generating rust under environment dipped in high temperature cooling water circulated in a cooling channel of an engine and washing liquid for a long period of time and provided with high lubricity and mechanical strength, and a method for manufacturing the same. SOLUTION: This sliding member 10 supports a shaft member of a water pump feeding out cooling water or washing liquid by rotating an impeller or a rotor. A cylindrical sintered sliding layer 10a and a sintered metal layer 10b are formed inside and outside respectively, the sintered sliding layer 10a is composed of C of 50 mass% or more and 90 mass% or less, and remaining solid lubricant and unavoidable impurity, and the sintered metal layer 10b is composed of Cu-Ni alloy or Cu-Sn alloy.
