PROBLEM TO BE SOLVED: To correctly form a coating film 34 on desired regions (the parts fitted with broken linesα) at least including the surfaces of cylindrical parts 16 in the surface of a hub body 13a. SOLUTION: An operation of forming a coating film 34 on the above desired regions is performed dividedly into a plurality of stages. For example, as shown in the figure, an operation where, as a coating liquid 27 jetted from a nozzle 32 is made to flow inside each cylindrical part 16, the coating film 34 is formed on the inside is performed as the operation in the first stage. Thereafter, an operation where, as each cylindrical part 16 is dipped into a coating liquid 27 filled inside a coating tank 28, a coating film is formed on the outer circumferential face of each cylindrical part 16 is performed as the operation in the second stage.
