PROBLEM TO BE SOLVED: To obtain a water-based ball-point pen in which a ball is incorrodible with a lapse of time in the water-based ball-point pen. SOLUTION: At least a tip part of the ball-point pen is hermetically sealed with a highly hermetical cap or package, and an inert gas is introduced into a sealed hermetic inner space.
