<P>PROBLEM TO BE SOLVED: To provide a high quality light emitting device storage package which reduces defects, cracks, a short circuit and the like, while obtaining the stable optical characteristics without the variation of the radiation angle and the light intensity distribution of light, by radiating the light emitted by light emitting devices externally, uniformly, effectively, and to provide a light emitting device and a lighting device. <P>SOLUTION: While forming an electric conductive path from the upper surface to the undersurface of a substrate 1 with the mounting part 1a of an emitter element 3 in the light emitting device storage package which attaches a reflecting member 2 with a reflective surface 2a which surrounds a mounting part 1a on the upper surface of the substrate 1, a notch 2b is formed between the circumferential side of the reflecting member 2 and the underside.
