PROBLEM TO BE SOLVED: To provide a method for manufacturing a ceramic green sheet by which a fine conductive pattern can be formed on a substrate in which a releasing process is performed on its surface, and to provide a method for manufacturing a ceramic electronic component. SOLUTION: This method for manufacturing the ceramic green sheet comprises a step for forming a base layer (conductor layer 5a) made of a conductive material or a ceramic material on a basic material 1, a step for forming an upper layer (conductor layer 13a) made of the conductive material or the ceramic material on the base layer, a step for exposing the specified part of the upper layer to light, a step for developing the upper layer using a specified solvent and further etching the base layer, and a step for forming an insulating layer on the basic material. In this method, the average particle diameter d1 of the material forming the base layer and the average particle diameter d2 of the material forming the upper layer satisfy a relation represented by a formula: d2>d1.
