PROBLEM TO BE SOLVED: To provide a method of measuring a dielectric constant which enables the measurement of a dielectric constant even for a dielectric which is difficult to mold and a method for manufacturing a dielectric constant measurement sample used for it. SOLUTION: The method has a plurality of dielectric constant measurement steps including a step for embedding the dielectric 1 in a moldable molding material 3 to provide a composite comprising the molding material 3 and the dielectric 1, a step for providing the dielectric constant measurement sample by molding the composite, and a step for measuring the dielectric constant of the dielectric constant measurement sample. As the forming material in the plurality of dielectric constant measurement processes, the forming material 3 having dielectric constants which are different from each other is used.
