PROBLEM TO BE SOLVED: To provide an inexpensive water sootblower apparatus that prevents a burner from coming into direct contact with water dropping from a water sootblower nozzle when the spray of water from the nozzle is started, and its operating method. SOLUTION: At the initial stage of the start (water spraying) of the sootblower, air or steam is supplied from an air or steam supply line 20a or 20b to a main line 2 for the sootblower, so as to atomize the water ejected from the water sootblower nozzle 6, so as to prevent water from the water sootblower nozzle 6 from dropping because of insufficient pressure and insufficient energy of movement of water in the main line 2 at the initial stage of the start (water spray). Since the atomized water is evaporated by heat inside a furnace without reaching a furnace water wall (sidewall) to which the water sootblower nozzle 6 is opposed and the burner, it does not affect combustion characteristic and the like. Since the sootblower water can be atomized at the initial stage of the start (water spraying) of the sootblower, enough time is given to ensure the pressure buildup and/or flow of the sootblower water.
