PROBLEM TO BE SOLVED: To sufficiently recover large exhaust heat generated in self sustaining in which an engine is operated at high speed. SOLUTION: Line 35 circulating cooling water is provided between a cooling device 13 of the engine E and a boiler unit 100. Heat recovered from the engine E is consumed by the boiler unit 100. In operation generating power corresponding to load such as self sustaining, exhaust heat from the engine E is large due to increase of generated output. At a time of self sustaining, circulation quantity of cooling water in the line 35 is increased as compared with at a time of system coordination operation. Increase of circulation quantity is done by increase of rotation speed of a pump P1, operation of a boost pump P1B, or opening diameter regulation of the line by a flow regulating valve 38.
