<P>PROBLEM TO BE SOLVED: To improve the reception state of a non-contact IC communicating with a reader/writer through inductive coupling. <P>SOLUTION: A reader/writer 10 comprises: a transmission wave generating means (a carrier oscillation circuit 20, a transmission data output part 22, a modulation circuit 50) for generating a transmission wave by performing amplitude modulation on the basis of a baseband signal; an evaluation means (reception state evaluation part 44) for evaluating whether the reception state of the non-contact IC with respect to a transmitted transmission wave is excellent; and a correction means (a modulation resistor B instruction register 40, a modulation resistor A instruction register 42, a modulation determination resistor B58, a modulation determination resistor A60) for correcting the mode of the amplitude modulation in the transmission wave generating means in accordance with the evaluated excellent reception state.
