PROBLEM TO BE SOLVED: To detect an appearance object robustly against brightness change of a background. SOLUTION: A background probability value table is generated based on a time-series image of a background, and a background threshold value table representing a threshold value of degree of similarity concerning the background is generated based on the time-series image of the background. By calculating a brightness difference between each notable pixel included in a notable pixel area in an input image and other pixel, one of a plurality of codes is assigned. By referring to the background probability value table for each of the codes, a probability value of occurrence of a code of each notable pixel is calculated. Based on this probability value, a degree of similarity concerning the background in the notable pixel area is calculated. By comparing this similarity degree with a threshold value of a corresponding pixel area in the background threshold value table, it is judged whether the notable pixel area represents an object or not.
