PROBLEM TO BE SOLVED: To provide a manufacturing apparatus of a hard polyurethane foam panel which extremely reduces the amount of waste formed by cutting, enhances the uniformity of a hard polyurethane foam and simplifies an upper surface material supply process, and a manufacturing method of the hard polyurethane foam panel. SOLUTION: The manufacturing apparatus of the hard polyurethane foam panel is constituted so that a hot press, the upper surface material supply device arranged on one side of the hot press, the feed device 36 arranged on the other side of the hot press to allow (a) a molding plate 22 and (b) a molding plate 22 to freely advance and retreat between the upper surface plate 11 and lower surface plate 12 of the hot press, (c) the upper material holding device 20 arranged in close vicinity to the upper surface plate 11 of the hot press, (d) a mixing head 28 and (e) a lower surface material supply device for supplying a lower surface material 37 to the molding plates 22.
