PROBLEM TO BE SOLVED: To equalize the use frequency of any portion in a recording area of a recording medium as much as possible. SOLUTION: When an instruction for initialization or full erasing of files is received through an operation input part 31, a control part 20 having functions of a detection means and a selection means detects a present processing mode and selects a processing mode to be newly used on the basis of the detected processing mode. Then the control part 20 having a function of a specification means specifies reference address information for the use of a reference processing mode, converts the specified reference address information into address information corresponding to the selected processing mode to be newly used and accesses a recording medium by using the converted address information.
