PROBLEM TO BE SOLVED: To solve a problem of keeping a user waiting until recovery work of a device because the user cannot finish transaction when a bill for which a bill determination result is invalid by occurrence of an unfinished accurate sensor data collection and the like due to a sudden failure of a determination part during bill conveying operation of the device since the determination part determines retention of the bill and stops the device. SOLUTION: By means deciding a bill determined during conveying as a reject bill, stopping of the device due to a failure such as bill retention is not carried out but the bill determined during conveying is conveyed to a reject storage. A bill belonging to a user is conveyed to a money deposit/withdraw part to be returned to the user. If there is an available domination, subsequent transaction is allowed only with the available denomination by a means diagnosing the determination part. COPYRIGHT: (C)2006,JPO&NCIPI
