PROBLEM TO BE SOLVED: To provide a two-dimensional photonic crystal, with which the conditions for both the TE polarization and TM polarization can be easily satisfied. SOLUTION: On the body 20, in a 1st region 21 circular holes 23 are arranged on a triangular lattice, and in a 2nd region 22 equilateral triangular holes 24 are arranged on the triangular lattice, respectively. Thereby, in the 1st region 21 TE-PBG being the photonic band gap (PBG) to the TE polarized wave, and in the 2nd region 22 TM-PBG being the PBG to the TM polarized wave are formed respectively. Because in the 1st region 21, and in the 2nd region 22, the parameters, such as the interval of the holes and magnitudes of them can be independently set, the energy region (perfect PBG) shearing the TE-PBG and the TM-PBG in common can be formed largely and easily. By forming a wave guide path 25 or resonators 26, 27 etc. corresponding to the energy in the perfect PBG, a multiplexer/demultiplexer for polarized wave or a multiplexer/demultiplexer for frequency (wavelength) independent from the polarization can be formed.
