PROBLEM TO BE SOLVED: To provide a security apparatus, a security method and a monitoring system that enable an operator to switch over to a security state without considering sensors while reducing the incidence of false alarms at security starts. SOLUTION: When a security mode setting means 1143 receives the input of switching from an unsecured state to a security state and if a sensor 111 detects an abnormality, a switching determination means 115 determines whether or not the security mode setting means 1143 is in the monitoring area of the sensor 111 detecting the abnormality and, if the security mode setting means 1143 is in the monitoring area of the sensor 111 detecting the abnormality, determines that the switching from the unsecured state to the security state is valid. If the switching determination means 115 determines that the switching from the unsecured state to the security state is valid, a security state switching means 113 switches over from the unsecured state to the security state.
