PROBLEM TO BE SOLVED: To provide a fixing device for a base isolated building, which can easily fix an upper buiding by a shear pin even if the upper building is horizontally dislocated, without expanding shear pin insertion holes, and to provide a fixing method for the base isolated building. SOLUTION: The fixing device is formed of a lower housing 21 fixed to a foundation and an upper housing 16 fixed to the superstructure. Then decentered bushes (an upper bush 17 and a lower bush 22) having formed therein the decentered shear pin insertion holes 17a, 22a, respectively, into which the shear pin 13 is inserted, are arranged in the upper and lower housings, respectively, in a manner extending their axes in the vertical direction and rotatable about the axes. Thus by rotating the upper and lower bushes 17, 22, even if the upper building is horizontally dislocated, the central axes of the shear pin insertion holes 17a, 22a are aligned with each other.
