PROBLEM TO BE SOLVED: To provide an optical switch in which the occurrence of chirping due to switching is suppressed, and also provide an optical testing device. SOLUTION: The optical switch has a first optical waveguide and a second optical waveguide arranged in parallel to each other, and includes a first optical coupler of a distributed coupling type, which outputs input light input to an input side terminal portion of the first optical waveguide from an output side terminal portion out of those of the first and second optical waveguides as output light, a first electrode which applies an electric field corresponding to a first input voltage to the first and second optical waveguides and performs control to output or not to output the input light input to the first optical coupler as output light corresponding to the first input voltage, and a phase modulation reducing portion which reduces phase variation of the output light corresponding to variation of the electric field applied to the first and second optical waveguides.
