<p><P>PROBLEM TO BE SOLVED: To provide a water treatment apparatus which achieves a high purification rate, is free from generation of secondary pollution, can sufficiently decomposes and removes dioxin, agricultural chemicals, endocrine disrupters, etc., and does not require a wide space for installation. <P>SOLUTION: Reaction tanks 14, 15 where effective microorganisms searched beforehand and having purification action suitable for polluted raw water to be purified are cultured, and adsorbed and retained by an adsorbent 16, and a water spray injector 18 for spray-injecting the polluted raw water into the reaction tanks 14, 15 to pass it through them are installed in a polluted water purification line to obtain first stage treated water 31.
