PROBLEM TO BE SOLVED: To provide an offset press which can automatically carry out in proper quantities drying treatment of a printing blanket according to a degree of swelling of an elastomer layer, and to provide the printing blanket to be used for the offset press. SOLUTION: As the offset press, that equipped with a printing plate 11; a printing blanket 15 equipped with the elastomer layer having an ink receiving surface; a dielectric characteristic measuring means for measuring dielectric characteristics of the elastomer layer; a drying means for volatilizing a solvent of ink permeated the elastomer layer; and when the dielectric characteristics of the elastomer layer measured by the dielectric characteristic measuring means corresponds to a threshold preliminarily set, a control means for drying the elastomer layer by using the drying means, is used. Further, as the dielectric characteristics measuring means, that having a pair of electrodes 20 to be buried in the elastomer layer and a measurer 21 for measuring dielectric characteristics between the electrodes by connecting that to a pair of the electrodes 20, is used.
