<P>PROBLEM TO BE SOLVED: To provide an organic EL panel and an organic EL light emitting device wherein the degradation of element characteristics due to heat generation of the element can be suppressed, and provide a manufacturing method of the organic EL panel. <P>SOLUTION: The organic EL panel is provided with an element substrate 10 in which an organic EL element 9 is formed, with a counter substrate 20 which is fixed and adhered to the element substrate 10, and which forms a sealing space between the element substrate 10, and with a heat conductor 22 which is installed in the sealing space, and in which the heat of the organic EL element 9 is conducted to the counter substrate 20.
