PROBLEM TO BE SOLVED: To provide an optical writing device in which a local strain generated in a plastic lens itself due to nonuniform transfer of heat generated in a deflector to an optical element is solved, and to provide an image forming apparatus. SOLUTION: The optical writing device is a closed type light deflector which has an optical system which deflects and scans a light beam from a light source unit with a light deflector and guides the light from the deflector onto the face to be scanned of an image carrier through at least one or more plastic lenses, and is covered with a cover having an opening which passes the light beam and a transparent plate which closes the opening.
