PROBLEM TO BE SOLVED: To miniaturize a device for measuring a dynamic torque of a large-size rolling bearing, and to provide a method and a device for monitoring in real time the occurrence of an abnormal phenomenon such as seizure. SOLUTION: The device is constituted as follows: mounting parts 15, 15 for fixing to brackets 14, 14 fixed on the upper surface of a pedestal 11 are formed on two positions existing on the mutually opposite sides relative to the circumferential direction of an outer wheel 7 on the outer peripheral surface of a housing 12 for holding the outer wheel 7; each load cell 17, 17 is installed between each bracket 14, 14 and each mounting part 15, 15; when an inner wheel 8 is rotated together with a rotation shaft 13, the housing 12 becomes inclined to rotate together with the outer wheel 7, and the rotating force works on each load cell 17, 17; and the dynamic torque is calculated from the load working on each load cell 17, 17.
