<p><P>PROBLEM TO BE SOLVED: To easily use a non-contact IC card and a contact IC card in common in an IC card communication system for communicating with an IC card. <P>SOLUTION: A controller 22 transmits a transmission code corresponding to a contact IC card functioning part 23A to an active I/F 31. The active I/F 31 transmits and receives an encoded signal obtained by encoding the command by the same encoding system to be used by a non-contact IC card 3 to and from the contact IC card functioning part 23A through a card bus 35. Thus, the active I/F 31 can transmit and receive a transmission command from the controller 22 and a reply command from the contact IC card functioning part 23A in response to the transmission command to and from the contact IC card functioning part 23A.
