PROBLEM TO BE SOLVED: To provide a gateway apparatus and a VoIP network system for setting an optimum retransmission timing to overflowed packets so as to distribute transmitted packets thereby relieving a network load even when registered packets and other messages are concentrated on for a period of time. SOLUTION: A protocol conversion gateway apparatus 108 manages packets whose number exceeds a threshold value among packets received within a prescribed time as transmission reservation packets, and a timer value calculation section 115 calculates a timer value in a way that the number of packets retransmitted within a predetermined time for every transmission reservation packet does not exceed the threshold value, and sets the timer value to a re-registration timer 116.
