PROBLEM TO BE SOLVED: To easily prepare and distribute contents to be distributed to a mobile terminal in a streaming way on the basis of a signal transmitted from a telephone terminal. SOLUTION: The content distribution server system 13 for creating distribution data on the basis of the transmission signal transmitted from the telephone terminal 12 and distributing the distribution data to the mobile terminal 15 in a streaming way is provided and comprises: a reception means 571 for receiving the transmission signal from a telephone line network 9; a generating means 575 for creating voice data on the basis of the transmission signal and storing the data; a generating means 576 for generating collateral information on the basis of a tone signal when detecting the tone signal included in the transmission signal transmitted form the telephone terminal; a storage means 577 for storing the created and stored voice data in cross-reference with the collateral information; and a transmission means 542 for transmitting the distribution data including the voice data and the collateral information stored in cross-reference with each other to the mobile terminal 15.
