PROBLEM TO BE SOLVED: To provide a cooling tower capable of carrying out a change-over between watering/non-watering in a heat exchange portion used for both drying and wetting without changing a watering state from an upper water tank, capable of positively exercising white smoke generation prevention performance, sufficiently securing a heat exchange capacity, and capable of suppressing space increase of a heat exchange part by arranging the independent heat exchange portion used for both drying and wetting of a water supply passage in the heat exchange part. SOLUTION: An upper side of a gap 12 between predetermined fillers 11 in the heat exchange part 10 is blocked to prevent water from the upper water tank 20, and a watering device 60 is arranged in the gap 12. Since dry heat exchange is carried out without carrying out watering and a moisture content of a whole of exhaust air is lowered by obtained dry air in a situation wherein white smoke is easily generated in the gap 12, and watering from the watering device 60 can be carried out in a situation wherein there is no need to carry out white smoke generation prevention, the sufficient heat exchange capacity can be secured while exercising the white smoke prevention performance, and enlargement of the heat exchange part for a portion of providing a dry heat exchange portion is prevented.
