Disclosed is a tractable solvent-free organopolysiloxane composition which enables to form a cured coating film excellent in sliding properties and releasability from an adhesive material. Also disclosed are a sheet-like base having such a cured coating film and a method for producing such a sheet-like base. Specifically disclosed is a solvent-free organopolysiloxane composition for forming a releasable cured coating film which is characterized by being composed of an organopolysiloxane (A) having a viscosity of 20-300 mPa·s and containing at least two silicon atom-bonded alkenyl groups and at least two silicon atom-bonded phenyl groups in a molecule, an organopolysiloxane (B) having a viscosity of not less than 100,000 mPa·s, an organohydrogenpolysiloxane (C) having a viscosity of 1-1,000 mPa·s and containing at least three silicon atom-bonded hydrogen atoms in a molecule, and a hydrosilylation catalyst (D).
