PROBLEM TO BE SOLVED: To perform proper rest guide during driving. SOLUTION: This device is characterized by including a continuous driving information acquisition part 101 for acquiring information on a time and a distance wherein a vehicle is driven continuously (hereafter referred to as 'continuous driving information'); a congestion information acquisition part 102 for acquiring information on the congestion state relative to the present position of the vehicle (hereafter referred to as 'congestion information'); an announcement part 107 for performing announcement on the rest guide, based on the continuous driving information acquired by the continuous driving information acquisition part 101 and the congestion information acquired by the congestion information acquisition part 102.
