PROBLEM TO BE SOLVED: To provide a technology for suppressing reduction in coding efficiency that is a problem when arithmetic coding is used as an entropy coding for encoding video images.

SOLUTION: In a bit stream syntax of slice video compressed data which is video compressed data of a slice structure, a slice start code, a register reset flag indicating whether or not to reset a register value that indicates the state of code word of an arithmetic encoding process in the next transmission unit, and an initial register value which is a register value at that moment so as to be used as a register value upon start of arithmetic encoding and decoding for the next transmission unit only when the register reset flag indicates "not to perform reset" are multiplexed as a slice header of each of the slice video compressed data by each of the slice video compressed data.
