PROBLEM TO BE SOLVED: To provide a planning system for exterior improvement for diagnosing the insulating state of external facings of structures, such as external walls and roof floors and designing improvement plans and capable of accurately diagnosing present heat insulating performance, visually and accurately predicting heat insulating performance after the execution of repairs, and easily determining the required and appropriate repair plans. SOLUTION: The external facing improvement planning system is provided with both a heat insulation analysis means (51) for outputting thermal images (81g) on the present temperature distribution of an external facing as analysis information (81), on the basis of infrared images (71) of the external facing photographed by an infrared camera (1); and a repair effect predicting means (53) for storing a plurality of repair contents as reference data, in advance, predicting the heat insulating state of the external facing, when that selected repair contents are executed on the external facing, and outputting thermal images (83g) on the temperature distribution of the external facing, after repairs, as prediction information (83).
