PROBLEM TO BE SOLVED: To prepare and supply water for use in mixing with a material such as a powder at a temperature suitable as a finishing temperature. SOLUTION: A cold water tank 201 contains cold water, a warm water tank 201 contains warm water, and an ice crusher 204 contains ice. When the finishing temperature of a product to be mixed and a water quantity are specified, the water temperature is calculated based on calorific capacity and the temperature of the material to be mixed to reach the finishing temperature. Then, the ratio of blending the cold water, the warm water and the ice is determined to attain the finishing temperature. A pump 210 is driven to supply the cold water, a pump 209 is driven to supply the warm water, and the ice crusher 204 is driven to supply the crushed ice to a mixing tank 203. If the calculated water temperature is below zero, a quantity of ice equivalent to the water temperature is supplied, so that the water to reach the finishing temperature is supplied.
