<P>PROBLEM TO BE SOLVED: To provide a manufacturing method of a reactivity-stabilized polycarbonate polyol capable of giving stable productivity and stable resin performances, and to provide a urethane resin using the reactivity-stabilized polycarbonate polyol. <P>SOLUTION: The manufacturing method of the reactivity-stabilized polycarbonate polyol comprises the step of reacting a 4-20C, alicyclic or aliphatic, straight or branched chain glycol with one selected from among a dialkyl carbonate, a diaryl carbonate and an alkylene carbonate. The above dialkyl carbonate, diaryl carbonate and alkylene carbonate are those after dehydration treatment and having a water content of ≤15 ppm. The above manufacturing method preferably further comprises the step of heat treating in the presence of a phosphate.
