PROBLEM TO BE SOLVED: To provide a new structure of electromagnetic actuator which can efficiently get sufficient driving force, without being enlarged while keeping high durability. SOLUTION: A coil 38 is wound on an inner yoke member 36 which is equipped with an arm part 39 extending orthogonally to the direction of an output shaft, thus an inner magnetic pole is made at the end face of the arm part 39 by applying a current to the coil 38. Permanent magnets 50, 52, 54 and 56 are attached to an outer yoke member 48 which is equipped with a tubular part extending in the axial direction of the output shaft, being outserted onto the inner yoke 36 capably of relative displacement, thus an outer magnetic pole, which is biased in the axial direction of the output shaft to the inner magnetic pole, is made.
