PROBLEM TO BE SOLVED: To provide a damping force generating valve structure of a hydraulic shock absorber securely generating a predetermined damping force. SOLUTION: This damping force generating valve structure of the hydraulic shock absorber comprises the valve body of a piston part or a base valve part in which an extension side port 6a or a retraction side port 6b is drilled and three or more relief valves 7a, 7b, and 7c placed on the valve body 6 and openably seating the extension side port 6a or the retraction side port 6b. These relief valves 7a, 7b, and 7c are formed of a first relief valve 7a with an opening parts having the openable extension side port 6a or the retraction side port 6b, a second relief valve 7b stacked on the first relief valve 7a and having a plurality of circular arc-shaped elongated holes 13 formed at equal intervals in the circular direction and a choke 14 communicating with the outer periphery of the elongated holes, and a third relief valve 7c stacked on the second relief valve 7b. The opening part of the first relief valve 7a is formed of a plurality of communication holes 11, and the second relief valve 7b is restricted so as not to be solely deformed by a hydraulic pressure from the extension side port 6a or the retraction side port 6b.
